Statehood Associate Director, Office of Federal and Regional Affairs

Rachel Williams is currently the Associate Director of Statehood in the Office of Federal and Regional Affairs in the Executive Office of the Mayor of Washington, DC. Her responsibilities include managing a ~$950,000 annual budget and national DC Statehood education and awareness campaign – achieving a record number of 216 co-sponsorships ahead of the first US House Hearing and vote on the Washington, DC Admission Act (H.R. 51) in over 25 years. She also manages qualitative and quantitative market research projects – defining the scope, scale and strategy for national opinion polling, surveys, and focus groups to refine messaging across markets, platforms, and delivery formats. In addition, she leads day-to-day initiatives including email campaigns, social media, web advertising, SMS/text messaging, technology development (mobile apps & interactive kiosks), and traditional grassroots outreach.

Rachel’s prior experience is in digital media strategy, data analytics, product marketing and management; and she has worked with a variety of public, private and philanthropic entities across a number of industries including media, retail, education, finance, and real estate. She is a former Strategic Partner Manager at Google, VP of Marketing & New Products for a tech startup, and COO of an early-stage startup and IBM Global Entrepreneur Program member. Her work includes developing and implementing strategic plans, go-to-market strategies and data-driven digital marketing campaigns for new e-commerce products and services – which resulted in Series A financing of $16 million.

Rachel has an MBA in Business Analytics from The Wharton School and a B.A. in Economics - Applied Mathematics from Brown University. Additionally, she is a member of the Washington, DC. Chapter of the Links, Incorporated, a Wharton Fellow, and formerly Secretary of the Executive Committee and Board Member for SEEC – a non-profit organization that supports adults with developmental disabilities.
