Senior Associate Director, Office of Policy and Legislative Affairs

John H. Coombs is Senior Associate Director in the Office of Policy and Legislative Affairs covering the areas of public safety and public health.  Prior to joining the Executive Office of the Mayor in 2010, Coombs worked as a legal research associate at the law firm Utrecht & Phillips PLLC, and its predecessor firm, which specialized in campaign finance, election and ethics laws. He researched and drafted legal guidance for firm clients, including federal and state candidate campaign committees, political action committees, and not for profit organizations. From 2001-2006, Coombs served in various positions with the Democratic Governors Association, an independent voluntary political organization organized to support Democratic governors and candidates across the nation.  He served as both deputy policy director and deputy political director, and acted as the governors’ liaison to Congress. Coombs is a two-time graduate of the Catholic University of America in Washington, DC (Juris Doctor, 2009; Bachelor of Arts, 2000). He is admitted to practice in the State of Maryland.  Coombs is a native of Poughkeepsie, New York.
