Director of Operations, Office of Policy and Legislative Affairs

Gerald Montoya serves as the Director of Operations of the Office of Policy and Legislative Affairs (OPLA) for the Executive Office of the Mayor. Prior to joining the Bowser Administration, Mr. Montoya worked at District of Columbia Public Schools (DCPS) for over 5 years, holding his last position as an Assistant of Strategy and Logistics.

Prior to working at DCPS, Gerald worked as an Operations Manager at the Sexual Minority Youth Assistance League (SMYAL) and has dedicated the past 15 years to serving his community in an operational capacity.

Gerald earned his Bachelor of Arts in International Studies focused on Peace & Conflict Resolution from American University (AU) in Washington DC.
