
Deputy Director, Office of Federal and Regional Affairs
Declan Kingland serves as the Deputy Director of the Office of Federal and Regional Affairs (OFRA) for the Executive Office of the Mayor. Mr. Kingland cultivates and advances federal and regional partnerships. He oversees issues ranging from appropriations to housing, health and education.
Prior to joining the Bowser Administration, Declan developed a career implementing community-based programs and initiatives that made a direct impact in marginalized communities across the country. At the League of United Latin American Citizens (LULAC), the nation’s oldest and largest civil rights organization, he worked to strengthen the organization’s programmatic efforts at the local, state, and national level by championing grant making frameworks that advance economic conditions, educational attainment and political influence among Latinos in the United States. In his capacity, he led the expansion efforts of the National Program Department in 2013 to technology, health and financial literacy-related services accessible to Latinos nationwide.
Declan graduated with Bachelor of Arts from Johns Hopkins University. He resides in Washington, DC and is a proud Ward 6 resident.
